Speeding drivers given choice of a time out instead of a fine

Police in are letting drivers chose between a break of up to an hour instead of a speeding ticket in a bit to crack down on road accidents.

Under the new scheme in Estonia, motorists breaking speed limit by 20 km/h would have to wait 45 minutes in car park next to the road.

This increases to 60 minutes if they they caught driving between 21 and 40 km/h over the limit.

The new initiative will be tested out by police on a road between the town of Rapla and the capital of Tallinn tomorrow morning.

But only drivers with a clean driving record will be able to chose a time-out, with previous offenders automatically getting fined, reports ERR.

Police and Border Guard Board innovation adviser Elari Kasemets said: ‘We are investigating how speeders perceive the fine and the impact of the lost time.

‘We know from interviews with motorists that some people consider having a conversation with a police officer and the time they take to intervene more effectively than fines.’

The scheme is expected to be trailed at least one more time over the next two weeks.

Last year 67 people in Estonia were killed in road accidents and 1,824 were injured – a sharp rise from 2017.
