It is a bit unclear how much IHG One Rewards members can save at newly opened hotels, but it maxes at 30%.
The issue that I have is that some new hotels try to open with unrealistically high rates and then slowly bring them down to what the market (us) is willing to pay,

The New Hotels Opening Promotion (the “Promotion”) is valid only for selected bookings made from 24 April 2023 to 3 July 2023 (both dates inclusive) (“Booking Dates”) for stays at newly opening participating IHG® branded hotels and resorts in Southeast Asia, South Korea, Australasia and South Pacific Islands (the “Participating Hotels”) from the Opening Date of the Hotel until 31 December 2023 using the “Book Early & Save with Breakfast” rate during the Booking Dates.
The Promotion offers a discount of up to 20% off the hotel’s Best Flexible Rate which is a variable, unrestricted, non-qualified, non-discount rate and IHG One Rewards members will be eligible to receive up to an additional 10% discount on bookings made directly through IHG channels. Specific dates when the Promotion is available may vary at Participating Hotels and availability will be specified at the time of booking. Rates are per room, per night for up to two adults sharing a room and are subject to availability during the Stay Dates. Rate includes breakfast for one or two guests sharing a room. Six Senses® Hotels, Resorts & Spas hotels or Mr & Mrs Smith hotels are not included in this Promotion.
Promotion is valid at Participating Hotels which open under an IHG brand until 31 December 2023 and is valid for a period up to six (6) months from the Opening Date of each Participating Hotel. Opening Dates of Participating Hotels in this Promotion will vary – see details of the Opening Date and the expiry date of this Promotion on the booking page of each Participating Hotel. Promotion is valid for varying length of stay with a minimum length of stay of 1 night. Some Participating Hotels may require a longer minimum length of stay and that will be specified at time of booking. Bookings must be made at least three days in advance of arrival at the hotel. The Book Early and Save rate is non-refundable, with full prepayment for the entire stay is due at the time of booking. No refunds if cancelled or changed. Once a reservation is confirmed, your credit card will be charged between time of booking and say of arrival for the total amount shown, regardless of whether or not the reservation is used.
The Promotion is valid at Participating Hotels which are opening under an IHG brand and which are located in Indonesia, Korea, Laos, Malaysia, Maldives, Philippines, Singapore, Thailand, Vietnam, Australia, New Zealand, and South Pacific Islands. The Promotion offer is not valid in conjunction with any other offer, discount or promotion. At Holiday Inn, Kids 12 years and under stay for free sharing parent’s guest room in existing bedding and eat free from the all-day dining restaurant with an accompanying paying adult guest.
