Hilton has updated the Terms and Conditions governing its Honors guest loyalty program on August 16, 2023.
The changes mainly deal with eligible incidentals and Hilton’s new Park brand coming online this year.

Points for Incidentals:
Previously
Members may earn Points for incidental charges at a hotel within the Hilton Portfolio during a full Points Reward Stay, provided such charges are deemed eligible folio charges at Waldorf Astoria® Hotels and Resorts, LXR Hotels & Resorts, Conrad® Hotels and Resorts, Canopy™ by Hilton, Signia by Hilton, Hilton®, Curio Collection by Hilton™, DoubleTree by Hilton™, Tapestry Collection by Hilton™, Embassy Suites®, Motto by Hilton™ and Hilton Garden Inn® hotels. Members will not earn Points for incidental charges during a Reward Stay at a Hampton by Hilton™, Tru by Hilton™, Homewood Suites by Hilton® or Home2 Suites by Hilton hotel. Members may, however, earn Points on the money portion of a Points & Money Rewards™ stay at all participating hotels within the Hilton Portfolio, excluding incidental charges at Hampton by Hilton™, Tru by Hilton™, Homewood Suites by Hilton® or Home2 Suites by Hilton hotels.

This doesn’t mean that you WON’T receive complimentary upgrades at these brands, I certainly have, but rather that they don’t have to provide them per program T&Cs.
Conclusion
Hilton previously updated the Terms & Conditions at the beginning of January, so their updates are not monthly, as Marriotts.
The situation with these incidentals is still unclear because the update now states that you get points for them if they are deemed eligible. If you, however, use Points + Cash, the cash portion is now eligible for points at all brands.
